Earlier Blogger introduced mobile Template for your Blogs, but there was no option to modify the the Layout for those templates but now @ draft.blogger.com you can modify your mobile template according to your desktop template.
You can see the below screen of my Blogger Mobile View .:
So they have all the default theme available for you to choose. You can select any one, check the below image .:
